5x+2y=-6 <- since the line is parallel to this one you use the same slope (put it in slope intercept form)
eventually come up with:
y = -5/2x -3 <-- so -5/2 is the slope.
next you plug in the coordinate pair and slope into the point slope from equation ( y-y = m(x-x) )
y-1 = -5/2(x+3)
Solve ( you can do that yourself)

same thing all you have to do is use a opposite reciprocal slope to the equation you were given.

If your making slope intercept into standerd form, can the A and C
in ax + by = c be a fraction?
Like for example, y= 2/1 - 10/1
2/1 - y= -10/1

In standard form, a,b, and c can be fractions if necessary. However, a should be positive, wheareas b and c can be negative.
